An “emulsifier” is used to bind the oil and water bases together so that they will not separate. It is the same principle used when making mayonnaise, which is an emulsion of water in an oil base, using soy lecithin and eggs as the emulsifier, which binds the oil and water together as you blend it all up in your blender.
