All though there is not too much Difference between the two, both are used for different purposes and different ways.

Mask: (Non setting masks) are normally used for dry skins and, are kept longer and do not dry on the skin. E.g.. Oil mask. Usually gauze is used under the mask. They may also contain nourishing ingredient.

Packs: (Setting masks) on the other hand are used for oily skins and are allowed to dry on the skin. They are applied directly on the skin. PH of the mask or pack is an important factor in the selection of a mask or pack depending on the type of skin and effect desired e.g. an alkaline mask will not used for enlarged pores whereas an astringent mask which is acid will not be good for very dry and tight skin.
